PARISH COUNCIL: At the latest meeting two members of the public were present.  Mrs Jolly thanked the members for the article and donation to the hospice regarding her husband. Issues were noted concerning dog fouling and problems with parking on New Street were discussed. The minutes of the previous meeting were approved as a true record and in matters arising it was reported that the new noticeboards were now delivered and waiting to be fitted. The missing fence post on High Hazel Crescent was still not replaced. The key safe was not yet obtained but extra keys for the Memorial Hall were now available. Borough councillors Buckley and Ahmed were actioned to follow up outstanding matters. The fencing issues at Highfield View and Brinsworth Road are to be addressed at the next Housing Panel meeting. Bank Reconciliation and Monthly Accounts were resolved and approved. The monthly accounts for the sum of £4272.31 were approved. There were a number of reports from the borough councillors. It was noted that the commissioners were likely to return some powers to RMBC in Education and Housing. Haversham House, the convalescent home in Filey, is to be kept open but neighbouring authorities were to be offered use of it. There was an update concerning licensing for private landlords. The fly-tipping on Treeton Lane was discussed but it was pointed out that the land, owned by Biffa UK, was actually in Treeton. A new Area Assembly action plan and focus group to consider local activities was noted in addition to a new Youth Service consultation. Members raised the issue of pot holes and faulty lights at Highfield View. In Highways, no matters were raised and in Grounds Maintenance it was agreed to renew the maintenance contract for three years and this to include the additional land at Highfield View once the transfer takes place. No matters in Recreation Grounds were raised except that some fly-tipping had been seen on private land adjacent to the recreation ground. In Matters of Memorial Hall regarding the refurbishment, members approved sketch plan D with an office at the front of the hall. The clerk will now attend a meeting with the architects to tie down further details after which planning permission will be applied for. A completion date for the project prior to Christmas is to be targeted. In Parish Matters, in view of the possible unavailability of the hall, it was agreed to delay any plans for a senior citizens party with a view to organising it as an opening event for the opening of the newly refurbished building. An update was given regarding the Nativity and carol service at the kiln and it was agreed to hold meetings with interested parties including Heritage UK. It was noted that a trial period of indoor bowls at the hall was to start on January 19. Some members stated they had not had the newsletter delivered to them and the clerk is to review delivery procedures. Merger – members briefly discussed a request from Brinsworth Council to consider merging the two councils of Catcliffe and Brinsworth. No reasons for the merging were given and it was further noted that lengthy boundary reviews involving the Boundary Commission and subsequent costs would be prohibitive. The proposal was turned down but members agreed that they would be amenable to working more closely with all their neighbouring parishes. No Meetings were reported. Two Planning Applications received no adverse comment but an amended plan involving the Langtree Development at Blue Mans Way was discussed. The developers had redesigned the layout of the proposed estate but had made no concessions to the access road plans which were the main focus of several objections including one from the Parish Council. After members were assured that the original objections would still apply despite the changes, the matter was left open pending further updates from the planning department. There were two Planning Determinations granted to Harworth Estates. In Correspondence, the minutes of the RMBC and Parish Council Working Group minutes were noted. The next parish council meeting will be February 3.
