Health and safety madness

Sir-- What I have just witnessed you would not believe.

Our wheelie-bin had a bit of extra rubbish in it and, as a consequence, the lid was sticking up.

The dustbin man (and I use the word "man" politely) took a bag out of the bin, threw it on the floor and took said bin to be emptied.

He returned with the bin and handed me a leaflet saying health and safety regulations stopped him taking the bin with stuff sticking out of the top in case the bag fell on him.

He did throw the bag back into the empty bin, but they never seem to be able to place the bin back where they got it from. It's usually left in the middle of the garden.

They carry bags from other bungalows--we live on a wardened area. They are supposed to take all the rubbish because it is just going to be the same next time. Or is it a hate campaign by one dustbin man against us?
